Situation & challenge
JKP Bukulja manages water supply, parks, and utility infrastructure for the entire municipality of Aranđelovac. Their old site didn't match the scale of their operations or the transparency requirements of the public sector — procurement notices, announcements, and news were hard to update and poorly organised.
The client needed a site their staff could update independently without a developer, that performs well on mobile, and that meets public-sector standards for accessibility and security.
Our solution
We designed and developed a completely new site in Next.js with Payload CMS as the content management backend. The JKP Bukulja team now independently publishes procurement notices, announcements, news, and alerts — without a single technical call.
The architecture is organised around sections that match the company's actual structure: water supply, parks, utility services, public procurement. Each section has a clear CMS model that prevents data entry errors.
We implemented all technical standards expected of the public sector: WCAG accessibility, security HTTP headers, Core Web Vitals in the green, and HTTPS with properly configured certificates.
